Once the amount was determined, they were required to pay the fixed amount by land division regardless of the changes in population. They had a ranking system of zaiban [magistrate]dispatched from the royal government, local officials called head, and village officials chosen from peasants. The peasants were organized into Gonin-gumi or five-household units that shall be jointly liable for their behaviors, and supervised each other. Women were forced to weave fabrics to deliver to the government.
